You had the guy shoot the dog on 14th St. with the street full of people; nothing was done. Apparently, a lack of western movies showing ricochets need to be included in their weapons training. It was horrible enough to watch that dog writhe in pain, crying and bleeding, and a week or so later, THIS?
Fire them all.
