The city must be hard up for money. Bites are part of the business of being a vet tech or a veterinarian.
I hope the facility has to close its doors for lack of business. I hope some of my readers in Colorado or anywhere else, will pass this on and leave comments or call the veterinarian's office or the city hall.

pitiful, a dog bites in a stressful situation (they didn't have muzzles or training???) and might be killed but a whale kills someone and its "on with the show"
I hope they do NOT go forth with this!
