His name is Alex. He is a parent. He is frightened for his family. They are being radiated by the air, by the water, by the food. Listen carefully. His accent (French, I think) is heavy. He lives in Fukushima Prefecture and TEPCO is now the "boss" of Japan and they are lying. He attended a meeting where the families of school children brought soil samples that tested high in radiation.
