George Bush, Sr. in 1992 executed the Agenda 21 protocols in behalf of the U.S. and brought it back to Washington D.C. And, it was "esteemed" Bill Clinton who in 1993 signed an Executive Order establishing "The President's Council on Sustainable Development."
