Barack Obama and congressional Democrats plan to retain the estate tax instead of allowing it to expire as scheduled in 2010. Elimination of the tax on big inheritances was approved by Congress and President George W. Bush in 2001, when there were large projected budget surpluses, with rollbacks phased in gradually and its full elimination to take effect next year. Under Obama’s plan, the tax would be locked in at the rate and exemption levels that took effect this year, according to a front-page story in Monday’s Wall Street Journal. That would exempt estates of $3.5 million — $7 million for couples — from the estate tax. The value of estates above that level would be taxed at a rate of 45 percent. If the tax were returned to levels before the 2001 action, the tax would exempt only $1 million with the rest taxed at a 55 percent rate. Democrats who favor retaining the tax argue that the budget deficit is huge, full repeal of the tax would cost the Treasury more than $500 billion over a decade, and the wealthy have already benefited from the Bush tax cuts, the Journal reports. Advocates of eliminating the estate tax contend that the Obama plan is the wrong move during a recession. Bill Rys, tax counsel for the National Federation of Independent Business, told The Journal that small businesses that are struggling should not have to devote resources to estate planning as they seek ways to minimize taxation. The Senate rejected GOP efforts to repeal the estate tax in June 2006, with Republican Bill Frist of Tennessee calling it a “vicious tax.” Democratic Sen. Richard Durbin of Illinois called the repeal bill “the most outrageous piece of special interest legislation in modern memory." Two weeks ago Congressional Democrats wanted to pass an "economic stimulus" bill in time for President Obama to sign it on his first day in office. But now that the stimulus proposals are being criticized from all sides, Democrats are hoping to get something passed by the mid-February recess.

Meanwhile, Republican leaders are insisting on hearings and a real debate about the bill. They're also demanding that the bill be posted on-line for seven days before the vote.

As Cokie Roberts said, many big bills are "written in the dead of night with all kinds of things getting in them," and "nobody knows what's in it at all when they're voting on it."

Last fall's Big Bailout was like that. This "stimulus" bill, which will add a trillion dollars to the national debt, could be an even bigger rip-off.

So it's not unreasonable to insist that the public knows where the money will go before the bill is passed. But instead of creating special rules for the stimulus bill, Congress should go one step better . . .

They should pass the Read the Bills Act before they consider the stimulus bill.

Please tell your Representative and your two Senators to introduce and pass the Read the Bills Act NOW. In your comments, tell them what Cokie said. Tell them they will have failed to represent you if they do not read every word of the stimulus bill before voting on it, and post it on the Internet for 7 days before the vote, so citizens and the media can read it too. A full 90 percent of donations to fund Barack Obama’s Jan. 20 inauguration have come from well-heeled fundraisers — including Wall Street executives whose companies have received federal bailout money. A total of 207 fundraisers have collected $24.8 million of the $27.3 million in donations disclosed by Obama through Thursday, according to an analysis by Public Citizen commissioned by The Wall Street Journal. Slightly more than 2,000 donors accounted for the $27.3 million raised, but 378 of those people each contributed the maximum $50,000 allowed by Obama, raising almost 70 percent of the total, or $18.9 million, the analysis found. Wall Street employees have been the largest single source of private donations, and many of the contributions have been channeled through financial-services executives who have put together bundles of donations worth hundreds of thousands of dollars. “The preponderance of large donors and the fact that so many come from an industry receiving government handouts comes as the president-elect has sought to keep his inauguration free of special interests,” The Journal observed. Bundlers from the financial sector include executives from Citigroup Inc. and Goldman Sachs Group Inc., two firms that have accepted billions of dollars each in bailout money from the federal government. On one side of the scale all the evidence points to the loss of freedom and liberty, our country, our Constitution, our way of life. On the other side is doubt. We wait. We say this can't be!
But our money is just about worthless. The Federal Reserve and our politicians and bankers have seen to that. We are taxed; we are threatened by a shift to militarized police; we are surveilled (read some later posts from this week), we are regulated. Every day we bend a little closer to the ground so that we will kiss the feet of those who put us in chains.

We support the Communist Chinese who use slave labor every time we buy a product made there. Our industry began leaving when they went to Mexico with the maquilladoros 20 years ago. Now that's too expensive - send them somewhere else. We manufacture very little. When I pick up a piece of merchandise that is made here, I joke that it must be no good.

We are lost in consumerism. Expendable items we must buy because we are conditioned with advertising. We have no tariffs to protect us. Free trade has a big price to pay.

We have FEMA camps with ovens that no one wants to hear about. Homeland Security is a complete oxymoron. It doesn't make me feel secure at all It can't be true! The government wants total power. No. That can't be true! The government loves us.

ARE YOU KIDDING? WHAT GOVERNMENT LOVES ITS PEOPLE?

It's happening. It's happening in my part of the world, and in yours. Are we so blind and ineffectual we can't stop this?

Why the stigma on black animals?

If you go WAYYYY back in this blog, you will see why black dogs don't get adopted. The same with cats. Sarah, my rescue friend, sent me this:

And so it is too, with ravens. Many people hate them. One I rescued, had been raised in captivity, only to be released or escape to the grounds of a hospital. Someone on the maintenance staff was on a piece of heavy equipment, trying to kill the frantic bird. It turned out that "Arthur" who didn't like humans (and no wonder), had clipped wings. He fretted so much that I kept him nextdoor in an empty chicken house with a roomy pen. He would hide when I approached, and this continued for months. Until his wing feathers grew back. He was up and over those chicken wire pen walls and landed in my corral. He stayed for a few days and went on his way.

Do NOT overlook that black dog or cat waiting in the kennel who is waiting for you to adopt him or her. Their hearts are as beautiful and needing love just as yours is. Isn't that why you're considering a companion?

They are really the last to be adopted and the first to be euthanized when their time runs out. Why not make them your first priority?
