Actually, it has not taken any action. One committee heard a proposal along those lines. For it to pass would require action by both houses (and it isn't anywhere near that) and the signature of the governor, who is a Republican.
HOwever, I can see the motive of the officials who asked for this legislation. They have said twice that Obama was born in Hawaii as shown by the official birth certificate in their files. But they cannot, by law, show the certificate. So they get asked the same questions over and over.

You are wrong. He was elected 69 million to 59 million and received 365 electoral votes and was confirmed by the Congress unanimously.
No president before Obama even showed his birth certificate. Obama has shown the official birth certificate of Hawaii. The Certification of Live Birth is the official birth certificate of Hawaii now, and it is the only one that Hawaii issues. It no longer issues copies of the original, and the facts on Obamas' birth certificate were confirmed twice by the officials in Hawaii.
Re Soetoro. Obama never legally changed his name to Soetoro, nor was he adopted by Soetoro, so he is Obama.
