Winchester ammo contract with Department of Homeland Security

I have a couple of questions:

1. Why does Homeland Security need 200 million rounds of .40 S&W ammunition over five years (when's Obama's term over and how many are employed in the Department of Homeland Security), and

2. Why isn't the Department of Defense sending ammunition to our troops in Afghanistan, whom we have learned of late, are having trouble with weapons that jam and a lack of ammunition?

Someone tell me the answer to this, please.
