A $226,000 armored vehicle for the North Richland Hills Police Department SWAT team arrived a few days ago to replace one the agency got in 1990.

To many people that vehicle — and others like it used by police departments across the country — will go unnoticed. The public seems to largely accept the use of military-type equipment, technology and tactics as not only appropriate but also necessary to fight crime and make communities more safe and secure.

Armored vehicles are used by law enforcement agencies in Fort Worth, Arlington and Bedford and at Dallas/Fort Worth Airport, just to name a few. Some police departments have assault rifles, noise-flash devices and grenade launchers. Arlington even sought federal money for a drone aircraft.

But some criminal-justice experts are troubled by law enforcement agencies' growing use of military-style equipment. Rather than employ such equipment only in extreme situations, the critics say, their use is becoming commonplace, leading police to use unnecessary force and intimidating residents. For example, some cite an episode last year in which police used a battering ram to raid a Duncanville swingers club when no one answered a knock.

"We have been witnesses to a little-noticed but nonetheless momentous historical change — the traditional distinctions between military/police, war/law and internal/external security are rapidly blurring," said criminal justice professor Peter Kraska, of Eastern Kentucky University, in one on his studies on the militarization of police departments.

Local police officials note that growing populations, rising crime rates and more-lethal weapons available to criminals have forced officers to keep up. They also say they rely on training to make sure equipment is used appropriately.

"For years, there's always been a parallel between law enforcement and the military," said Bedford Police Chief David Flory, former director of training for the Texas Tactical Peace Officers Association. "Of course, the big difference is the rules of engagement. The military in Afghanistan or Iraq is dealing with warfare. We as officers have the U.S. Constitution and the Texas Penal Code that we must follow."

Growing use nationwide

Law enforcement agencies' use of military equipment began in Los Angeles during the race riots in the 1960s. In the 1980s, the Reagan administration supplied police with more military equipment for the war on drugs.

In 1994, the Defense Department authorized the transfer of military equipment and technology to state and local police.

Local police officials said two events later in the 1990s forced law enforcement agencies to bolster their equipment.

In the North Hollywood bank shootout in 1997, officers didn't have the firepower to match two heavily armed bank robbers dressed as commandos.

Police officials also said that the massacre at Columbine High School in 1999, as well as other school shootings, proved that such violence could happen in smaller suburban cities. The two teenage shooters at Columbine were armed with military-style weapons and had made bombs.

After 9-11, more military-style equipment became available to local and state police from Homeland Security funds. North Richland Hills paid for its new armored vehicle through a state Homeland Security grant.

In recent months, more equipment has been purchased with federal stimulus funds. According to StimulusWatch.org, Arlington at one point requested $1.6 million in stimulus money for a mobile command unit, explosive entry program, armored vehicle and support vehicle, plus the unmanned drone for surveillance and security that StimulusWatch lists at $625,000.

Law enforcement experts estimate that more than 17,000 local and state police forces are equipped with such military equipment as Black Hawk helicopters, machine guns, grenade launchers, battering rams, chemical sprays, body armor, night vision and rappelling gear.

But the military influence goes beyond that, to every aspect of law enforcement: Uniforms, insignias, language and command structures are essentially products of the military.

Advertisements in law enforcement magazines even tout the military background.

In the May issue of Police Magazine, an ad for a gas mask proclaims, "No other law enforcement gas mask has this military pedigree." It also says the mask has the "latest U.S. military technology."

Not without controversy

Debate on the use of military-style equipment by police has gone on for decades.

Several police officials said that the sophisticated military-style equipment is needed to protect the area's growing communities. Several Tarrant cities have nearly doubled in the past couple of decades.

And while major-crime rates fell across Texas and in most large Tarrant County cities last year, there were more major crimes than in 1980, state statistics show.

The number of Texas officers assaulted last year increased by 17.9 percent from 2007.

Still, some criminal-justice experts say that too often SWAT teams with military-style equipment and tactics are deployed for routine duties, such as serving warrants.

"In the past, SWAT teams and their military-type equipment were used in extreme circumstances and that was rare," Eastern Kentucky's Kraska said in a recent interview with the Star-Telegram. "Now, it's much more."

Kraska said that nationwide, SWAT teams were dispatched about 3,000 times each year in the 1980s.

Last year, that happened about 55,000 times, he said.

"The legitimate argument is that these armored vehicles and SWAT teams should be used in extreme, dangerous situations," Kraska said. "But that's it."

Former Kansas state trooper Greg Evensen, who has written articles on the militarization of police departments, has also criticized the trend. "What ever happened to local 'peace officers'?" Evensen wrote in 2006. "You remember. The cop everyone knew, liked and respected because of his courage, devotion to duty and the citizens of his/her community."

Several criminal-justice professors have said the trend will likely continue for several years, even though the military-style equipment could be expensive to maintain.

Flory, Bedford's police chief, said the equipment must be used wisely.

Bedford used its armored vehicle and SWAT team a week ago when a woman held police at bay from her apartment for more than two hours. The standoff ended when the woman shot herself.

"The funding and the technology is what police departments are looking for to curb crime rates," Flory said. "It makes good sense to use what's available."

North Richland Hills' new armored vehicle will be put to various public-safety uses and can be deployed to nearby communities, emergency management coordinator Sean Hughes said.

The vehicle, made by Lenco, has steel armor that can repel multiple attacks from assault weapons and multi-hit ballistic glass. The ceilings and floor are blast-fragmentation-resistant. Some Lenco vehicles have gun ports and roof hatches with rotating turrets.

"In my opinion, it's a multifaceted public-safety vehicle," Hughes said. "It will be used by police, but it has detection equipment that could be used by the Fire Department."

But the military/police issue apparently remains a delicate one in the city; police officials declined to have the new armored vehicle photographed.

The First Amendment to the United States Constitution states:

Amendment I

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

Mark Tappscott's eagle eye caught something very interesting on the White House blog, posted by Norm Eisen, special counsel to the president for ethics and government reform:

I am writing with an update on the President’s March 20, 2009 Memorandum on Ensuring Responsible Spending of Recovery Act Funds. Section 3 of the Memorandum required all oral communications between federally registered lobbyists and government officials concerning Recovery Act policy to be disclosed on the Internet; barred registered lobbyists from having oral communications with government officials about specific Recovery Act projects or applications and instead required those communications to be in writing; and also required those written communications to be posted on the Internet. That Memorandum instructed the Office of Management and Budget (OMB) to review the initial 60 days of implementation of the stimulus lobbying restrictions, to evaluate the data, and to recommend modifications.

Following OMB’s review, the Administration has decided to make a number of changes to the rules that we think make them even tougher on special interests and more focused on merits-based decision making.

First, we will expand the restriction on oral communications to cover all persons, not just federally registered lobbyists. For the first time, we will reach contacts not only by registered lobbyists but also by unregistered ones, as well as anyone else exerting influence on the process. We concluded this was necessary under the unique circumstances of the stimulus program.

Tappscott concludes:

This is the Camel's nose under the tent, being poked because of special circumstances. Let government restrict political expression - i.e. lobbying of government officials regarding policy - in one small, supposedly specialized area and not long after the specialized area starts expanding. Eventually, all political expression regarding all policy will become subject to government regulation.

The purpose, or so it will be spun, is to limit people with influence (lobbyists) from using outside sources to assert that influence, but reading the language on the White House blog, it is clear that this opens the door to restrict just about any criticism or communication with relevant officials, on any topic by claiming it falls under the header of "unique circumstances."

Sit Down, Shut Up And Deal With 'Your' Choice of Obama

While writing yesterdays piece about the "buyers remorse" certain Obama supporters were starting to feel, was thinking to myself that those that did not vote for "King Obama" has every right to speak up, point out his faults, his bad decisions and his broken campaign promises, but those that hung on Obama's every campaign promise and fought to get him in office, should sleep in the bed of nails they made and quit whining about feeling lied to.

Politicians lie during campaigns. FACT

Today, another Democratic supporter is whining and howling and this one is actually trying to call for Obama's resignation.... yeah, good luck with that.

Ted Rall's first paragraph is jaw dropping.

MIAMI — We expected broken promises. But the gap between the soaring expectations that accompanied Barack Obama’s inauguration and his wretched performance is the broadest such chasm in recent historical memory. This guy makes Bill Clinton look like a paragon of integrity and follow-through.

He states that supporters expected the campaign promises to be broken... they expected it, yet throw a fit when it happens? They knew Obama was lying through his teeth on the campaign trail and supported and voted for him anyway and they expect anyone to feel even a twinge of sympathy for them?

Talk about brass balls.

Rall goes through his litany of complaints, then states:

Obama is useless. Worse than that, he’s dangerous. Which is why, if he has any patriotism left after the thousands of meetings he has sat through with corporate contributors, blood-sucking lobbyists and corrupt politicians, he ought to step down now — before he drags us further into the abyss.

Rall went off the deep end, evidently, when news hit the public about Obama's plan for "preventive detentions", but Rall as well as yesterday's piece showing buyers remorse from Obama supporters brings up the topic of how some of the far far left is now rebelling against King Obama.

I found some examples and in looking for them, I see I am not the only one noticing the rumblings from the left against Obama.

Warner Todd Huston at Stop the ACLU did a little research of his own:

A quick Google search finds many disappointed voices out there among the left. From lone voices, to some common folks at a Yahoo Answers page, to CNN’s Fareed Zakaria, and half-baked lefty economist Paul Krugman the rumblings of Obama being a failure seems to be building. After initial praise, some gays aren’t happy with Obama and even the whack-jobs at the DemocraticUnderground are busy deleting comments that attack Obama as a failure. If one looks carefully, some rumblings can be found at The Huffington Post and the DailyKos, as well.

Another prime example, which Huston didn't mention, is Salon's Glenn Greenwald, who is about as far to the left as you can get and who has consistently been ripping Obama a new one. I have been writing about the left's dissatisfaction with their lil tin god for a while now, here, here and here just to show a few examples.

This "battle" with the liberal wing of the Democratic party isn't only being noticed by right wing bloggers though as evidenced by a piece in Yahoo News, titled "Obama's Battle With the Liberal Wing of the Democratic Party."

Four decades ago, the liberal, antiwar wing of the Democratic Party helped to force President Lyndon B. Johnson from office. Specifically, Johnson decided not to run for re-election in 1968 in large part because of rising primary challenges and increasingly vitriolic demonstrations against him. One chant that was heard often at anti-Vietnam War rallies was "Hey, hey, LBJ, how many kids did you kill today?"

The level of anger now is nowhere close to that level, but there are warning signs that President Obama is starting to generate serious opposition on the fiery left. There is increasing unease about his sending 21,000 more troops into Afghanistan, which some compare to the early escalations in Vietnam. [Read about Obama's 12 most important decisions]

That article points out other areas where the liberal wing of the Democratic party are unhappy, starting with the broken promise to release photos of suspected terrorist interrogations, military tribunals, not banning assault weapons, not fighting hard enough for abortion, and they list more.

Among the groups that have been ratcheting up their criticism of Obama are the American Civil Liberties Union, Amnesty International, Public Citizen, and members of the 77-member congressional Progressive Caucus. [Read about Obama's journey from charismatic to polarizing]

Of course the piece points out that the White House strategists are confident they can keep these people "in line" and the majority are willing to give Obama a pass or the benefit of the doubt, while asking how long that will be true.

White House advisers add that Obama will be pushed only so far to the left, and with good reason. Only 19 percent of Americans, after all, identify themselves as liberal, compared with 36 percent who say they are moderate and 41 percent who say they are conservative, according to the latest poll by Democracy Corps, a Democratic think tank.

Still, the next few months will be a time of testing. How many compromises will Obama accept on healthcare and on legislation designed to limit global warming and reduce U.S. reliance on foreign oil? How far will he go in courting conservatives on issues ranging from national security to abortion? Is he sliding ever deeper into a morass in Afghanistan, as LBJ did in Vietnam early in his presidency? [Read about Obama's challenges in Afghanistan]

The looming fight over Obama's nomination of Sonia Sotomayor for the Supreme Court should ingratiate him to some critics for the time being, since she has strong support among liberals. But the overall uneasiness on the left is real and will remain a serious long-term problem for the new president.

So the message to Rall and others that feel betrayed by Obama... you were warned, you ignored the warnings, you ignored the fact that some of those campaign promises were impossible to keep and you voted for him anyway.

So, sit down and shut up, you people have done enough damage to this country.

Leave the clean up to the mess "you" created, to those that didn't buy Obama's bull hook, line and sinker.

Unless you've taken a very long Memorial Day vacation, you've no doubt
heard the big news.

President Obama has picked an anti-gun radical to replace Justice David
Souter on the Supreme Court.

Obama's pick is Judge Sonia Sotomayor, who is currently on the U.S.
Court of Appeals for the Second District. There she has racked up an
anti-Second Amendment record and has displayed contempt for the rule of
law under the Constitution.

The Heller decision put the Supreme Court in support of the
Constitutional protection of the individual right to keep and bear arms.
Sotomayor, a politically correct lover of centralized government power
(as long as she is part of the power elite), immediately went into
counter-attack mode against the Heller decision.

Sotomayor was part of a three-judge panel earlier this year which ruled
in Maloney v. Cuomo that the Second Amendment does not apply to the
states. As she and her cohorts claimed, the Supreme Court has not yet
incorporated the states under the Second Amendment. Until then, she
believes, the Second only applies to the District of Columbia.

This is pure judicial arrogance -- something Sotomayor relishes (as long
as she is one of the ruling judges). In fact, protection of the right
to keep and bear arms was a major objective for enactment of the
Fourteenth Amendment, as recently freed slaves were being disarmed and
terrorized in their neighborhoods.

But Sotomayor disdains this important right of individuals, as indicated
by an earlier opinion from 2004. In United States v. Sanchez-Villar,
she stated that "the right to possess a gun is clearly not a fundamental
right."

Sotomayor has held very anti-gun views, even as far back as the 1970s.
Fox Cable News reported yesterday that in her senior thesis at Princeton
University, she wrote that America has a "deadly obsession" with guns
and that the Second Amendment does not guarantee an individual right to
firearms ownership.

Sotomayor's Second Amendment views go hand in hand with her politically
correct views on the law and the role of judges.

In a speech given at Duke University in 2005, she made it abundantly
clear that judges are involved in making policy. Realizing that this
did not sound very judicial (even though most judges act on this basis),
Sotomayor tried to laugh off her brazen admission: "I know this is on
tape and I should never say that, [audience laughing], because we don't
make law -- I know. Um, okay. I know, I'm not promoting it, I'm not
advocating it." The audience continued to laugh. They got the joke.

But Sotomayor's joke will be on us and our liberties if she gets
confirmed to the Supreme Court. And that is why we need to start
contacting our Senators early and often, urging them to vote against
this dangerous nomination.

Court for the rest of her life is to establish "legislation without
representation." After all, she says that the courts are where policy
is made, and once she's there, we'll never be able to vote her out.

Again, please vote against this dangerous nomination.

Not all baby birds are orphans...I'm watching a baby thrasher being fed and worried tonight that it has enough cover to fend off prowling raccoons, opossums and the snakes.
