Great points - thanks for investigating. If it was politically feasible to increase road taxes, high mileage vehicles would happen in a minute. But as long as big oil has money to spend on lobbyists, there is almost no hope. Charging taxes on miles driven vice per gallon might make the most sense - although the vast majority of road damage is due to trucks, so perhaps they can use the truck and company logs as the foundation for taxes on a per mile basis - but let the per gallon charges remain as-is for vehicles under a certain weight.
