A good idea, I think.
When your candidates start popping up, it would be in the best interest of the citizens in his district - his or her constituents - to sign a pledge in return for a signed ballot access form. That pledge would be to to voluntarily step down when THE PEOPLE in his or her district voice a strong, united yes or no to the candidate's support of a bill and votes against their wishes.
